Funding the Resident Coordinator system

Funding levels for the Resident Coordinator system has remained stable, despite the COVID-19 pandemic

In 2020, nearly $204 million were received in the Special Purpose Trust Fund for the Resident Coordinator system:

Over $86 M

Voluntary contributions

UNSDG contribution through the cost-sharing arrangement

From the 1% coordination levy  

Significant progress was made in broadening and diversifying the donor base

  • Donors grew to 43 Member States at the beginning of 2021, up from 32 at the beginning of 2020
  • 14 countries (one-third of the donor base) are from the G-77 and China, up from 8 in 2019

All contributing UNSDG entities paid their share of the cost-sharing arrangement in 2020

  • The World Meteorological Organization and the International Trade Centre provided their contributions for the first time
  • The UN Industrial Development Organization fulfilled its promise to contribute its full share

The revenue from the coordination levy increased by $10 million, since 2019

  • Most of the levy collection is administered by the UNSDG entities on behalf of donors; only two Member States and the European Union administer the levy directly

Transparency and accountability have been strengthened with upgrades to the online Special Purpose Trust Fund portal

  • The Special Purpose Trust Fund portal now displays information on income from all three funding streams and expenditures of the Fund
  • A user-survey was launched to keep the portal at the level of expectations of the users

Yet, the total annual target of $281 million was not reached

Closing the funding gap is a priority

  • The COVID-19 pandemic tested and proved the value of coordination for an effective and efficient response
  • Shortfalls can hamper the ability of the Resident Coordinator system to deliver on its mandate
